From Vignettes to Usage Fees: How the Rules Are Evolving
Under the new regulation, starting from January 1, 2030, vignettes (time-based road usage fees) will be replaced by a road infrastructure fee based on the distance traveled and the type of vehicle.
🧾 What does this mean in practice?
When a road infrastructure fee applies to a specific road section, the time-based road usage fee will no longer apply, including for vehicles with a gross weight of up to 3.5 tons.
The road infrastructure fee will apply to freight vehicles exceeding 3.5 tons gross weight and will depend on the distance traveled and the vehicle category.
The fee aims to limit the use of more polluting vehicles, thus reducing emissions and improving air quality.
🏙️ Municipalities — the right to introduce street usage fees
The law also grants municipalities the right to impose a street usage fee (excluding transit streets) if:
air pollution levels exceed regulatory thresholds,
pollution from transport is the main cause,
or it is necessary to promote the use of environmentally friendly vehicles and reduce traffic congestion.
The fee may apply to vehicles in categories M, N, O, and to agricultural machinery.
⚖️ Responsibilities and sanctions
The current Road Usage Fee Law will be repealed on December 31, 2025.
The new Road Fee Law will enter into force on January 1, 2026, while the road infrastructure fee will become applicable from January 1, 2030.
Given the broader use of technical control tools (such as automatic cameras), fines for violations will be reduced by half, but they will also apply to cases of non-payment of the road infrastructure fee.
